          Go to your config folder for CSS and make sure the "read only" is UNchecked. Also make sure you do this to the right cfg folder under cstrike.

          Depends, when I ban people, I ban their ip as well so they can't see the forums. If they try to log into their profile which is banned aready on a different ip, the new ip is banned as well.
