open your motd.txt in your gamefolder (e.g. cstrike) and then write in:

replace \"soundfile.wav\" with the path to your sound. 

example: 

\"http://my-url.com/welcome.mp3\" 

after a server restart you should hear the sound, which cannot be stopped by the user or by any game sounds.
