zombies wont spawn after switching to ZM_panic

everything was fine untill the server went to zm_panic. tried switching to a new map but same problem =(

How many players were on the server at the time? What was the previous map? Was it a vote to switch to zm_panic, or an admin switch?

Need more information really before anyone can figure out what's wrong...
